Synopsis:

Franzstadt is the old name of one of the districts in the heart of Budapest. A few years after the change of regime bitter disappointment took the place of high hopes. The atmosphere of decline looms over the streets of this inner city of the capital: dilapidated buildings, disillusioned, blundering people live from hand to mouth in fear of eviction.
Policemen, bailiffs and petty criminals, improbable surrealist characters, carry out their duties among the underprivileged. Extreme feelings of love, hate and prejudice are manifested in the Franzstadt winter...

The Prize of the International Institute of Human Rights

The members of the Jury elected by the International Institute of Human Rights were:

The Jury awarded the Prize of the International Institute of Human Rights to:

"If We Eat a Beaver"
directed by Ferenc Moldoványi (Hungary)

From feature films and documentaries presented the Jury selected "If We Eat a Beaver" for the topicality of its subject related to the social and economic upheaval in Central East Europe.

The film also points to the phenomenon of social exclusion, which affects our own society as well at an increasingly intolerable level.
The Jury especially appreciated the sober and unbiased treatment of a sharply observed reality.
